Oil-producing Gulf states — Qatar, Kuwait, Bahrain, and the UAE — lead the world, with per capita emissions 5-10x the global average, driven by energy-intensive desalination, air conditioning, and petrochemical industries. Among major economies, the United States, Australia, and Canada have the highest per capita emissions, reflecting car-dependent lifestyles, large homes, and energy-intensive economies. China is the world's largest total emitter but has much lower per capita emissions than the US. The gap between the highest and lowest per capita emitters exceeds 100:1, raising fundamental questions about climate justice in international negotiations.
