US School Districts With Highest Poverty Rates

School districts with the highest poverty rates are concentrated in the Mississippi Delta, the Rio Grande Valley, Native American reservation territories, Puerto Rico-adjacent communities, and declining Rust Belt cities. Several districts have community poverty rates above 40% — more than four times the national average. Child poverty is strongly correlated with lower test scores, higher chronic absenteeism, greater need for school-provided meals and counseling, and lower graduation rates. The concentration of poverty within district boundaries, driven by residential segregation and housing cost dynamics, makes these challenges structural rather than simply a matter of school quality.
