School districts with the highest foreign-born community shares are gateway districts in the New York metro, Greater Los Angeles, Silicon Valley, Miami-Dade, and the US-Mexico border region. Several gateway districts have foreign-born community populations exceeding 50% — a ratio that profoundly shapes the district's instructional needs. These districts must provide English-language development programs, bilingual staff, translated communications, and culturally responsive family engagement. They also produce a disproportionate share of the nation's future scientists, doctors, engineers, and entrepreneurs — children of immigrants have historically shown strong educational attainment gains across generations.

Key Findings

  • 1Camp Lejeune Schools leads with a foreign-born population percentage of 82.6%, followed by Continental Elementary District (82.5%) and Remainder of South Carolina (76.7%).
  • 2The gap between #1 Camp Lejeune Schools and #500 Monongalia School District (37.2%) is 45.4 percentage points.
  • 3The national median across all states is 45.4% (Appoquinimink School District at the midpoint).
  • 4The top 10 states are: Camp Lejeune Schools, Continental Elementary District, Remainder of South Carolina, Lake Havasu Unified District, Currituck County Schools, Delaware Valley School District, Douglas County School District, Salem School District, Bullhead City School District, Remainder of Georgia.
