The lowest-income school districts are concentrated in the Mississippi Delta, the Rio Grande Valley, Appalachian communities, Native American tribal lands, and urban industrial cities. Median household incomes in the poorest districts fall below $30,000 — less than half the national median. These districts face compounding disadvantages: high student poverty rates, greater shares of English-language learners, fewer experienced teachers attracted by low salaries, and aging facilities. Federal Title I funding attempts to compensate for local property-tax shortfalls, but the gap between resource-rich and resource-poor districts remains enormous despite decades of reform efforts.

Key Findings

  • 1Miami Elementary School District leads with a median household income of $2,499, followed by Ferdinand School District ($13,849) and San Fernando Elementary District ($21,000).
  • 2Tenaha Independent School District ranks last at $43,375, while Miami Elementary School District leads at $2,499.
  • 3The national median across all states is $39,172 (Lincoln Parish School District at the midpoint).
  • 4The top 10 states are: Miami Elementary School District, Ferdinand School District, San Fernando Elementary District, Suntex School District 10, Barbourville Independent School District, Owsley County School District, New Boston Local School District, Pineville Independent School District, Carroll Plantation, Beaufort Marine Corps Air Station School District.
