The US metros with the highest poverty rates are concentrated in the Rio Grande Valley, the Mississippi Delta, central California, and Appalachia. Several border metros have poverty rates above 25%, more than double the national average. High-poverty metros face compounding challenges: limited economic opportunity, underfunded schools and hospitals, and outmigration of working-age residents. These metros are often targeted by federal anti-poverty programs and economic development initiatives.
